Well, it certainly is better to be making the improvements before you move in -- it's so much easier without your stuff around, you save the extra shifting around of stuff, etc.
As for the bathroom, if you make it worse (i.e., get it started), then to anyone who sees it it will clearly be a "work in progress", which excuses whatever it's current state is. ;-)
